Green Certificates

Green Certificates represent a way of electricity production incentives from renewable sources.
Legislative Decree 79/99 established that as of 2002, producers and importers of electricity produced from non-renewable sources must inject each year into the grid an amount of electricity produced from plants supplied by renewable sources. This amount was initially equal to 2% of the electricity produced or imported from non-renewable sources in the previous year, over 100 GWh/year. From 2004 until 2006, the minimum amount was increased by 0.35% a year. For the 2007-2012 period, it was increased by 0.75% a year.

In alternative to injecting electricity from renewable sources into the grid, producers can fulfil their obligations by submitting their equivalent Green Certificates to the GSE (Electricity Service Operator).
The Green Certificate is issued by the Gestore dei Servizi Elettrici SpA - GSE upon notification of the producer and regards the production of 1 MWh of electricity.
To request and obtain the Green Certificates, each plant must be qualified as IAFR (Renewable Source Plant) by the GSE.
The Green Certificate can be requested:

  • At the final balance, on the basis of the electricity actually produced in one year;
  • As an estimate, on the basis of the plant’s net expected production capacity.

For plants that entered into operation after December 31, 2007 having a yearly average nominal power of over 1 MW and of over 0.2 MW for wind power plants, the GSE issues Green Certificates for 15 years (otherwise 12 years), multiplying the net electricity production for the constants, differentiated by source, as listed in the following table:

For plants that entered into operation after December 31, 2007, for a nominal power under 1 MW, and under 0.2 MW for wind farms, electricity production incentives may be given, as an alternative to the Green Certificates, with an all-inclusive fixed tariff that varies according to energy source and for a period of 15 years.
